How we work
with government

Great British Energy – Nuclear (GBE-N) is an arm’s-length body of the Department for Energy Security and Net Zero (DESNZ).

We operate independently within a government-owned framework, combining public accountability with specialist technical and commercial expertise to deliver nationally significant nuclear infrastructure.

As a nuclear new build developer, our work will be carried out with the oversight of the UK’s independent regulators for nuclear safety, security and environmental protection.

We are governed by a board who are accountable to ministers, and we manage public money through robust financial and risk controls.

Deliver

Civil nuclear newbuild projects demand long-term commitment, deep specialist expertise, and the capacity to manage commercial, technical, and financial risk over decades. GBE-N brings all of this together, attracting and retaining top nuclear talent, driving innovation, mobilising investment, and coordinating efforts across the industry to ensure a coherent, long-term, programme wide approach.

Enable

Beyond project delivery, GBE-N plays a broader role in enabling the civil nuclear programme. This includes supporting nuclear system development, advising government on nuclear new-build policy, and enabling private-led projects in partnership with the government.

Advise

Drawing on technical, commercial and financial expertise, GBE-N provides independent, evidence-based advice to government to inform nuclear new-build energy policy and help shape the UK's civil nuclear programme. GBE-N supports key policy decision points, including spending reviews, budgets and other critical 'nuclear moments', ensuring advice is grounded in robust analysis, data and real-world delivery insight.

Our Sites

Wylfa has been selected as the site to host the UK’s first Small Modular Reactors (SMRs) and to move forward to the next stage of new nuclear development. We are committed to open engagement with local communities on Ynys Môn (Anglesey), respecting the Welsh language and local identity, and being clear about what happens next.

Our site at Oldbury-on-Severn is actively under consideration for future nuclear energy projects, and our intention is to utilise the site as soon as is possible. We are continuing our work to evaluate and prepare the site to ensure it is ready for future deployment as part of the broad nuclear programme, including the potential to support any privately led projects that might be developed by the nuclear industry.

Great British Energy – Nuclear (GBE-N) is committed to delivering new nuclear projects in a way that protects the natural environment, reduces carbon emissions in line with net zero goals, and supports a sustainable future for communities across the UK. Environmental responsibility is built into how we plan, develop and deliver our work, from early site studies to the long-term design of our Small Modular Reactor (SMR) programme.

Value for Money and Assurance

As an arm’s-length body established under the Energy Act 2023, we are legally required to use public funds with integrity, transparency and economy. Our duty is to deliver major national infrastructure at pace while ensuring every pound provides maximum value to the UK taxpayer. Value for money is embedded into how we plan, govern and deliver our work.

Our approach to social value and sustainability is about making sure new nuclear projects bring real benefits to local communities. We’re focused on creating skilled jobs, supporting local and UK suppliers, and protecting the environment by reducing carbon and enhancing biodiversity. By building these principles into decisions from the start, we aim to deliver clean energy projects that people can be proud of and that create lasting value for the UK.

Projects

Small Modular Reactors

In July 2023, we launched the competitive process to select the technology partner that will deliver the UK’s first fleet of Small Modular Reactors (SMRs). These next-generation designs have the potential to be quicker to deploy and more cost-effective than traditional large-scale plants, thanks to their size, factory-based modular construction, and flexible deployment options.

In June 2025, Rolls-Royce SMR was selected as the preferred technology partner to deliver the first three units, following the competitive technology selection process. In the 2025 Spending Review, the Government committed £2.5 billion to support the programme.

In November 2025, Wylfa on Anglesey was confirmed as the site for the UK’s first project. This strategic development will deliver up to 1.4 GWe of low-carbon power.

Each SMR will provide enough low-carbon electricity to power one million homes for more than 60 years. It marks a significant step toward reducing costs, unlocking private investment, and enabling future projects.

We work with industry through open, fair and transparent procurement, in line with UK public procurement law. Opportunities are advertised through government platforms, and suppliers must meet strict safety, security and ethical standards.

What is GBE-N?

Great British Energy – Nuclear (GBE-N) is the government delivery body dedicated to supporting the development and deployment of new nuclear energy technologies in the UK. As an arm’s-length body of the Department for Energy Security and Net Zero, GBE-N helps ensure long term UK energy security, supports net zero targets and promotes investment and innovation across the nuclear sector.

What is a Small Modular Reactor (SMR)?

SMRs are designed to be smaller, repeatable and faster to deploy than traditional, large scale nuclear power stations. They will provide reliable, low-carbon energy, delivering baseload electricity to complement and enable renewable sources in the UK’s energy mix.

Why was Wylfa selected as the site for SMRs?

Wylfa has a strong heritage as a UK nuclear site, robust infrastructure, and community support. As the selected site, it offers the best strategic fit for delivering low-carbon energy, supporting regional growth, and enabling future fleet-based SMR deployment.

How many jobs will there be at Wylfa?

At its peak, the on-site workforce will be around 3,000, with a further 5,000 direct, indirect and induced jobs in the wider nuclear energy supply chain.

How is the project funded?

The UK Government has committed £2.6 billion to the SMR programme in this Spending Review period. The programme is designed to attract private investment into nuclear energy and reduce the financial burden on taxpayers.

What's happening now at Wylfa?

GBE-N has begun detailed planning and engagement activities, including stakeholder briefings, community events, and the launch of a dedicated project website. A public consultation is planned for 2026.

What's happening to the Oldbury site?

The Oldbury site is owned and managed by GBE-N and will continue to be promoted for nuclear new build. This could be for further SMR units, helping to fulfil the ambition for an SMR fleet across Britain, or it could be used for development of alternative, emerging nuclear energy technologies.
